Fall sweeps through Texas

Walking outside this morning, the average seasoned Texan will notice something amiss — the eerie quiet. The droning of air conditioners and insects has stopped, replaced with the scent of hardwood smoke and a slight shiver.

A pocket of Arctic air finally pushed through well into the Gulf of Mexico, plunging temperatures across the state into the 50s and 60s. While the chilliest lows are not expected to stay for more than a few days, forecasters are expecting Texas’ normal fall pattern of a cooler front about every week to continue. Average weekly temperatures should reach steadily lower as the season progresses.

Stormy Weather

As an added bonus to many, rain trickled down onto San Antonio and many other Texas cities. This rain has relieved areas which have been dry for months.

US air carrier Spirit Airlines announces $45 carry-on baggage fee

The United States air-carrier Spirit Airlines announced Tuesday that it will begin charging up to US$45 in fees for carry on baggage. The fees target baggage which is stowed in overhead bins, and not under seats. The fees will take effect for travelers who fly on or after August 1.

Spirit will charge US$45 for passengers who pay at the airport, US$30 for those who pay in advance, and US$20 for members of its frequent flyer program. Spirit already charges between US$15–45 for the first checked bag, and up to US$345 for five checked bags.

The move is the latest in an industry trend which is moving to lower upfront fares, and more hidden fees such as baggage fees or the loss of free services such as meals. Even the measure of charging passengers for restroom use as has been proposed by Irish carrier Ryanair. Ryanair also closed all of its check-in desks in 2009, relying more on on-line check ins.

There has been a push among US lawmakers to introduce legislation to make the pricing of airfare more upfront by listing the post ticket fees. The backer of a proposed bill to enforce this, Senator Bob Menendez of New Jersey, said that it will allow travelers to understand all the charges from when they book the flight to when they check their bag.

Airplane crashes into ocean in Micronesia

Yesterday morning near the international airport located on Weno island of Chuuk state of the Federated States of Micronesia, Oceania a passenger airplane of model Boeing 737-800 flown by the Air Niugini carrier crashed into sea as its pilot missed the runway. All 47 people on board — by differing reports, 36 passengers and eleven crew or 35 passengers and twelve crew — survived.

The report by the international commercial aviation safety organization Jet Airliner Crash Data Evaluation Centre indicated the crash coincided with a sudden intensification of the weather conditions. timeanddate.com-supplied data from CustomWeather reported rain showers at 9:40 a.m. local time, following cloudy conditions at 8:50 a.m.

The airplane reportedly landed around 9:30 a.m. local time, short of the runway by about 160 m to 200 m (about 525 to 650 feet), according to reports. Locals immediately began to rescue the passengers and crew on fishing boats. Officials arrived after about ten minutes, according to a witness quoted by The Guardian.

In an interview, a passenger alleged the crew started panicking and yelling, The Guardian reported. A first responder, Dr James Yaingeluo, also said the airplane crew were in panic. He said, “There was a little bit [of] chaos at first because everybody was really panicked and tried to get out of the plane […] other than that we were doing as much as we can. Luckily there are no casualties.”

Yaingeluo said nine people were taken to a hospital. Four people remained in hospital, one “seriously injured”, according to reports recounted by ABC News on Friday evening.

Flight 73 was coming from Pohnpei in the Federated States of Micronesia. Its destination was Port Moresby in Papua New Guinea, with a stop at the Chuuk state.

Illinois high schools now required to buy insurance for athletes

This past Sunday, Illinois Governor Pat Quinn signed into law a bill known as “Rocky’s Law” that requires Illinois high schools, through the local school district, to buy catastrophic injury insurance up to US$3 million or medical costs for up to five years, whichever one comes first, that covers student athletes. The insurance must cover student athletes while they are competing.

The legislation was named after Rasul “Rocky” Clark. In 2000, the Eisenhower High School football player became paralyzed from the waist down as a result of a tackle during a game. His school based health insurance covered the costs of his medical treatment. A legislator sponsoring the bill noted that the need for this type of insurance is rare. Clark’s mother attended the legislation signing. Her son died last year.

Before parents can claim money from school insurance, they first must pay out US$50,000. Schools have until January 1, 2014 to comply with the law. Schools cannot charge students more than US$5 to defray the cost of insurance. If a school district already requires student to be covered through private health insurance, they are exempted from this law.

BBC Outside Broadcasts to be sold to Satellite Information Services

Satellite Information Services Limited (SIS), the racecourse television company part-owned by William Hill (19%) and Ladbrokes (23%), has been named by the BBC as the preferred bidder for its Outside Broadcasts division, one of three active businesses within BBC Resources Ltd. Other SIS shareholders include, Thales (Racal) (23%), United Business Media (19%), Racecourse Association (10%) and the Tote (6% – all figures rounded).

SIS Chief Executive David Holdgate would not comment on the terms of the deal, thought to be between £20m and £50m, but said it would be “an ideal acquisition for SIS” and “a perfect fit with our existing SISLink and sports coverage”. The company has long-term contracts with other leading broadcasters, such as Sky and ITV and provides satellite links for live sport and news.

In a statement, the BBC said that it intended to exchange contracts and transfer the Outside Broadcasts business and around 300 staff in the near future, with Andrew Thornton, BBC project director for the sale of the division, saying that “SIS offered the BBC a good deal and best value for licence fee payers”. Mark Tugwell, Director, BBC Outside Broadcasts, added “it’s time for our business to flourish under new ownership, without the constraints of BBC ownership”.

The transfer would mean that SIS will be covering major sporting events including the Beijing Olympics for the BBC in August 2008.

The division — part of the BBC’s commercial subsidiary, BBC Resources Ltd — owns a fleet of 15 television production units plus sound, support and communications vehicles (making a total fleet of over 90) and is based in self-contained premises in Langley, three miles north-west of Heathrow. These units cover events ranging from music festivals and state occasions, to Wimbledon and World Cup football.

On 7th March 2008 the surprise announcement was made that the studio operation — employing around 350 staff at Television Centre and Elstree — would be “retained by the Corporation as a commercial business” after failing to find a buyer.

The fate of this third business has yet to be announced with the BBC continuing negotiations with the preferred bidder “understood to be a company based in west London“.

Was not included in the privatisation — in early October 2007 it was announced that the business was to close within six months and the entire stock sold as a complete collection. The sale fell through, and on 14th February 2008 the department ceased trading, with a BBC spokeswoman adding that “the arrangements [the corporation] was pursuing have not worked out and BBC Resources is currently inviting interested parties to consider making an offer to purchase.”

BBC Costume and Wigs — which had been trading as part of BBC Studios — was the second largest collection of its kind in the UK, after the leading suppliers Angels The Costumiers.

CanadaVOTES: NDP candidate Don Davies running in Vancouver Kingsway

On October 14, 2008, Canadians will be heading to the polls for the federal election. New Democratic Party candidate Don Davies is standing for election in the riding of Vancouver Kingsway.

A lawyer, he has spent the last 25 years fighting for human rights. A two-time student government representative, Davies was involved in the anti-apartheid, third world and peace movements. Admitted to the Alberta Bar in 1989, Davies and family moved to Vancouver in 1991, where he became the Director of Legal Resources for Teamsters Canada (Local 31), the next year. He is a long-time volunteer for children’s charity Variety, is Chair of the Parent Advisory Council at Mount Pleasant school, and a Director of the Meridian Cultural Society, among other things.

Wikinews contacted Don Davies, to talk about the issues facing Canadians, and what they and their party would do to address them. Wikinews is in the process of contacting every candidate, in every riding across the country, no matter their political stripe. All interviews are conducted over e-mail, and interviews are published unedited, allowing candidates to impart their full message to our readers, uninterrupted.

The riding is vacant, after Conservative Minister of International Trade David Emerson’s resignation. Emerson was elected in 2004 as a Liberal, serving as the Minister of Industry. Two weeks after re-election in 2006, he crossed the floor to join then-new Prime Minister Stephen Harper, who had won a minority government. Emerson was the first MP in Canadian history to cross the floor before a new government was sworn in. He has stepped down, after pressure from other parties.

Besides Davies, major party candidates include Liberal Wendy Yuan, Conservative Salomon Rayek, and Green Doug Warkentin. Also putting their hat in the ring are Matt Kadioglu (Libertarian), Kimball Cariou (Communist), and Donna Peterson (Marxist-Leninist).

An attempt to cap the massive oil spill in the Gulf of Mexico has hit yet another obstacle, reported officials from British Petroleum (BP).

Friday night’s attempt to install a 6-inch (15.2cm) tube into the leaking drill pipe was only the latest in a series of efforts by BP to stop or slow down the spill. Previously, the oil company had tried to enclose the pipe with a large container dome, and then lowered a smaller “top hat” container dome. The siphon tube method is designed to reduce the amount of oil flowing into the ocean, but is not a permanent solution to stopping the leak altogether. It will draw the oil from the broken pipe to a tanker at the surface, said BP.

The tube was to be inserted into the broken pipe by robotic submarines, but the attempt on Friday to do so was unsuccessful, causing it to be taken back up for changes. The problem was a metal frame on the tube, which had changed position and this prevented the tube sent down from the drill ship Discover Enterprise from connecting. The tube had not been inserted into the leaking drill pipe before it was brought back up.

BP said that it would try again Saturday night (local time) to slow the leak using a reconfigured tube. If this attempt is unsuccessful, they will use the smaller dome to cap the leak, and may also try to plug the leak by covering it with trash, mud, or concrete. The company is already in the process of drilling relief wells to completely stop the leak, but this is expected to take several more months. The amount of oil currently leaking from the pipe is disputed, and BP said it has spent several hundred million US dollars in response to the oil spill.

BP was also given permission yesterday by the US Coast Guard and the Environmental Protection Agency to use chemical oil dispersants to combat the spill.

Calls for corporate tax reform in Australia goes unheeded

Peter Costello’s budget announcement has led to rejoicing for small businesses, but the lack of joy for those pushing for radical corporate taxation reform has led to many businesses asking “what about us?”

Personal taxation and small business have been the big winners after this year’s federal budget. Although dampened by the twin economic threats of rising interest rates and petrol prices, there should be a reasonable amount of real income savings for both low and high income earners, with those receiving Medicare, or a superannuation benefit, privy to an even lower level of taxation (0% for those on super benefits).

Small business also has benefited from the Howard government’s 11th annual budget, with them receiving a higher level of reducing depreciation, leading to a higher level of deductions in the years following the uptake of new technology or other capital. They are also privy to a AU$435 million dollar tax cut to compensate for their changing accounting requirements under the government’s new AIFRS reporting standards, as well as increasing the uptake of both the small business tax relief scheme and CGT (Capital Gains tax) Concessions.

The budget was not a complete loss for big business however, as superannuation laws have been tweaked to streamline contribution and payment rules previously impeding those with multitudes of staff.

But this is not enough, says Big 4 accounting firm Ernst & Young. In their newly published paper “Taxation of Investment in Australia: the need for ongoing reform”. In it they lead the charge for a greater streamlining and organization of the corporate tax system in Australia, submitting that it will lead to reductions in “disincentives to work save and invest in Australia [as well as improving] the international competitiveness of Australian businesses.” This follows from a recent report brought out by Mr. Costello himself about the need for tax reform in Australia.

A budget night Mr. Costello was notably coy about any future reform of corporate tax in Australia. He alluded to the report by his ministers but kept from outlining the government’s plan precisely.

McDonald’s unfairly dismissed worker for giving a colleague free cheese, says Dutch court

A court in the Netherlands ruled yesterday that the fast-food company McDonald’s over-reacted in dismissing an employee who added a piece of cheese to a colleague’s hamburger without charging for it. McDonalds has been ordered to pay compensation since, the court ruled, “The cost of a slice of cheese is not comparable to a severe step such as redundancy”.

In March 2009, a waitress in Lemmer sold a hamburger to a colleague, and then added some cheese when her colleague asked for some. McDonald’s said that this made the meal a cheeseburger, not a hamburger, and so she was sacked for not charging extra for the cheese. Rules for staff, the company argued, prevented them from giving food away for free.

Now a court in Leeuwarden has ordered McDonald’s to pay her more than €4,200 (about US$5,900 or £3,700), since it decided that a written warning would have been a more appropriate reaction. The compensation is for five months of lost earnings, with holiday pay and interest.

The court noted that the manager of the branch had not asked the employee for an explanation before firing her, nor had McDonald’s considered taking action against the colleague who asked for the cheese. “The dismissal was too severe a measure. It is just a slice of cheese,” said the court.
