AMD joins forces with ATI

Technology giants Advanced Micro Devices (AMD) and ATI Technologies Inc. (ATI) today announced plans to merge. Canadian ATI will be bought by the Californian AMD for 5.4 billion dollars ($4.2 billion in cash and $1.2 billion in stock).

The ATI Technologies Inc. (ATI) acquisition is being funded by a $2.5 billion loan, plus cash and cash equivalents and short-term investment balances of approximately $3.0 billion. That’s total funding of $5.5 billion.

Many people believe Advanced Micro Devices (AMD) to be taking too much of a risk, that AMD is “betting the farm on a deal that might be very questionable.”

The new firm will employ near 14900 people for 7.3 billions dollars earning.The two firms announced they’ll plan no job cutting in the process of merging.

Mass evictions from Oakland’s public housing

Due to an Oakland housing official’s acts of fraud, 34 poor families face eviction from Lockwood Gardens, by order of the Oakland Housing Authority.

Fear and panic have set in at some of East Oakland’s public housing units, as police agents from the Oakland Housing Authority have been making late-night visits to tenants, and demanding that the families pack up and move within a five-day period.

After refusing to pack up and run, more than 30 families are facing mass eviction by the Oakland Housing Authority (OHA) from their public housing units at Lockwood Gardens, a Hope VI Project on 65th Avenue in East Oakland.

The OHA is claiming that at least 34 families currently facing eviction from Lockwood Gardens are unlawful occupants (squatters) who have illegally gained possession of the housing units. OHA officials have served them 30-day, forcible-detainer eviction notices in an effort to remove them.

On April 28, the first three cases out of 34 families facing eviction were headed for Alameda County Superior Court, but the court hearings have been delayed repeatedly as Judge Winifred Smith moves to consolidate all the cases.

In defense of some of the evictees, Oakland’s Eviction Defense Center has teamed up with attorney Bob Salinas, of Sundeen Salinas & Pyle, to file a demurrer seeking dismissal of evictions on behalf of the first three families that were served forcible-detainereviction notices. Lockwood Gardens has 372 units; and it is part of a revitalization project of East Oakland’s public housing properties, and a partial recipient of $26,510,020 in grant funding from the Hope Vl program administered by the Department of Housing and Urban Development.

The revitalization funds were divided between three public housing projects in 1994 and 1996, and renovations have since taken place to demolish and rebuild the three locations into modern housing units in Oakland’s eastside neighborhoods.

Laura Lane, an attorney with the East Bay Community Law Center, is also representing a number of the families facing eviction at Lockwood Gardens and those cases will head to court at a later date.

Currently, out of the 34 families facing eviction, the Eviction Defense Center (EDC) is representing nine families in court, and the East Bay Community Law Center (EBCLC) is representing 12 families. One family has already been frightened into moving away fromtheir public housing unit by the OHA; no one seems to know if the remaining seven families facing eviction have moved away or are seeking legal representation elsewhere.

Jennifer Bell of Goldfarb and Lipman is the General Counsel for the Oakland Housing Authority, and is leading the charge in court to evict the 34 families from their housing units in East Oakland.

During an April 24th interview with David Lipsetz, a Senior Policy Analyst with the Oakland Housing Authority, he blamed the tenants for what is occurring and accused all the families of committing fraud to move into public housing. At first, 29 families facedeviction, although that number has slowly risen to 34 as new families are served with eviction notices.

“The OHA has served eviction notices to 29 families at Lockwood Gardens because none of the families applied for, or got onto the waiting list to move into their public housing units,” said Lipsetc. “The tenants worked with a former clerk to gain access to theunits. The OHA does not have any files on the families, and the OHA does not believe that any of the families signed a lease before moving into those units. Forcible detainers are standard procedure for those that have illegally moved into the OHA’s public housing units.”

Lipsetz said that the OHA just recently discovered that the 29 families who are now living in those housing units did not match the names of the clients on the OHA list waiting to move into those units.

“As far as we can tell,” said Lipsetz, “there were no signed leases, no files established for these families, no security deposits have been paid before moving in, and those families got ahead of all the other families on the waiting list to move in.”

Contrary to what Lipsetz stated on behalf of the Oakland Housing Authority, the facts reveal that the families have all signed Leases, Tenant Agreements To Maintain A Drug-Free Environment, Occupant’s Responsibility statements, Lease Compliance forms anda host of other documents before moving in otheir public housing units. Those documents were all counter-signed by a host of clerks and managers working for the OHA. The soon-to-be-evicted tenants’ Billing Summaries, Tenant Leases and Notices have a host of names on them, such as Kim Boyd, an OHA Supervisor; Donald McShane, an OHA Manager; and Alice Ferguson, another OHA Manager.

In addition, as important as it may be that low-income tenants should not jump in line ahead of one another to move into this much-needed subsidized housing, most housing authorities across the nation recently have said the hell with their waiting lists, and allowed Hurricane Katrina’s victims to jump in ahead of all of those already waiting in line for housing.

A web page called “HUD’s Public Housing Program” has a section titled “WHEN WILL I BE NOTIFIED?” HUD’s website states: “If the HA determines that you are eligible, your name will be put on a waiting list, unless the HA is able to assist you immediately.” Theweb page may be found at http://www.hud.gov/renting/phprog.cfm

After discovering that the families facing eviction did indeed sign leases and other documents before moving into Lockwood Gardens, suddenly no one at the OHA would go on record to comment about the signed documents that contradicted the accusations of OHA spokesman David Lipsetz.

The documents clearly reveal that the 34 families facing eviction at Lockwood Gardens have all beenchecked out, and qualified as being eligible to move into those units, regardless of what the OHA may say at this point.

The entire controversy appears to have been triggered by acts of deception and fraud on the part of an official of the Oakland Housing Authority, Carolyn Wilson. “The police have been looking for Carolyn Wilson of the Oakland Housing Authority ever since shedisappeared recently,” said Ms. Kelly, a resident of Lockwood Gardens who prefers to use only her last name for this story.

“I moved into Lockwood Gardens on October 27, and Carolyn Wilson’s name is on my lease,” said Kelly. “I first received a message from the OHA at my mother’s home, telling me that a unit was available at Lockwood Gardens, and I went to their office location on 65thAvenue to fill out the necessary forms to move in. I supplied birth certificates, photo IDs, Social Security numbers, income statements and everything else asked of me to qualify for moving in. There’s no way that I committed fraud by following through witheverything being asked of me by the Housing Authority.”

Kelley said she and her young child were disturbed by an unexpected, late-night arrival of OHA police at her door.

“I am a 41-year-old woman with an 11-year-old child, and I am very frightened by the way the OHA has been treating me,” she said. “I was terrified recently when the OHA Police showed up at my door around 10 p.m. at night, accusing my family of committing fraud to move into this townhouse; and they served me a five-day notice to surrender my home to the OHA, or else.”

Officer Jerold Coates, a 13-year employee of the OHA Police Department, and Officer Malcolm Williams are involved in the investigation taking place at Lockwood Gardens. According to Ms. Kelly, “Officer Coates told me that Carolyn Wilson was demanding that everyone must pay her $500 to $1,000 to move in, and he wanted to know how much I paid her before moving in. I denied payingMs. Wilson anything extra to move into Lockwood Gardens.”

Kelly added, “From what I am being told by others is that Carolyn Wilson of the OHA skipped town with everyone’s security deposits of $500 to $1,000 for each family involved in the scam, and that the OHA will not receive a subsidy from HUD for the familiesfacing eviction in those units, because the OHA believes that the wrong families are residing in those housing units.”

One of the families that moved into Lockwood Gardens, and is now facing eviction, moved away from another public housing location in Oakland in order to move into the Hope Vl project on 65th Avenue. It takes permission to move from one location to another in public housing, and managers or staff at the OHA had to give their blessings before this family was allowed to relocate to Lockwood Gardens.

Jorge Aguilar, an attorney for the Eviction Defense Center, has his own understanding of what is going on. “An agent of the Oakland Housing Authority defrauded nearly 30 families of the most vulnerable segment of the community,” he said. “They are now trying to cover their wrongful act by evicting those families. The OHA is trying to circumvent Measure EE [Oakland’s Just Cause for eviction measure]. The irony is that the OHA is using forcible detainers to evict, which have traditionally been used to defend tenants fromlandlords using self-help evictions.”

Aguilar recently witnessed the human suffering already caused by the OHA’s eviction threats and rough handling of the families involved. He said, “During a recent interview with one of the families facing eviction, a little boy started crying and stated thatthe police came by and tried to take my bedroom away from me.”

Another Lockwood Gardens tenant named Winou Wakeyo said, “I’m from Jimma, Ethiopa, and I moved into Lockwood Gardens on November 22, 2005. I work 12 hours a day on Sundays for a pastor who told me to come here to find housing, and I did everything the HousingAuthority asked of me before moving in. A big policeman came by recently late at night with a five-day notice telling me that I must surrender my home to the Housing Authority. There were two policemen. It scared me very much, and someone later told me to find a defender to save my housing, and I contacted the Eviction Defense Center for help.

“I do not understand the customs of this country, and I asked my defender what I did wrong, and I was told that someone stole some money. The Housing Authority stopped accepting my rent for April, and about two weeks ago, they suddenly sent back the rent that Ipaid for March, and I do not understand why they are doing this to me.”

Laura Lane, an attorney for the EBCLC, said, “The Oakland Housing Authority seems to be in a complete disarray. The management has failed to adequately screen, train or supervise its employees. But when the employees make mistakes or fail to follow the law, theOakland Housing Authority’s response is to blame the tenants, blame the attorneys, blame the federal government — blame anyone but the Oakland Housing Authority. There is an utter failure to accept personal responsibility.”

After it became apparent that many families were seeking legal help to fight the evictions, a meeting was held on March 20 at the East Bay Community Law Center for the victims of the housing scam. When the tenants started sharing what had occurred to them,most of the families involved suddenly realized that Carolyn Wilson of the OHA had stolen their security deposits, and skipped out of town.

Tenants at Lockwood Gardens believe that there may be another 40 families or more to face eviction, since they learned that OHA police are also investigating other public housing properties in Oakland that may be caught up in the housing scam.

As recently as April 22, OHA police were back at Lockwood Gardens pounding on the tenants’ doors, and demanding to know if the families have moved yet.

“This time the police were not satisfied to know if my family had moved yet,” said Kelly, “but they wanted to know if any of us noticed any other families moving out of here lately. Considering the way they have been treating us, I don’t think we have to tell them anything at this point, and they need to talk to my attorney if they have any further questions.”

Wikimania 2007 Exhibitions shows the culture of freedom

This article mentions the Wikimedia Foundation, one of its projects, or people related to it. Wikinews is a project of the Wikimedia Foundation.

On the second day of Wikimania 2007 in Taipei, Group Sessions continued, while the Virtual i.d.ea Interactive Net Art 2007 Exhibition attracted visitors and participants. This exhibition shows the creation of interactions by using creative contents. Four college teams and two individuals exhibited their work.

This exhibition is mainly focused on Interactive Net Art. Visitors can interact with those artworks, such as “Many Me”, “Not One Less”, and “One Million Heartbeats”, which explored identity, information and community behavior .

Kevin Lam from Hong Kong and Marius Watz from Norway also brought “Mobile Brush” and “Neon Organic / Electro Plastique” artworks to show the culture of freedom of Interactive Net Art.

The Wikimania 2007 Conference will end on August 5. Submitting free-licensed works for the Wikimania Awards is still in progress, the deadline being 8:00 a.m. August 5 (Taipei time). Wikimania Award winners will be announced at the Closing Ceremony.

England’s elderly face human rights breaches in home care system

A report published today by the Equality and Human Rights Commission (EHRC) finds that, in many cases, England’s home care system breaches the human rights of the elderly it is supposed to serve. The Close to home: older people and human rights in home care report is the result of a twelve-month investigation into care generally provided by local authorities.

Approximately half of those receiving home care, plus friends and family, providing evidence to the inquiry were satisfied with the quality of care provided. However, the report stresses that there are “systemic problems” arising from “a failure to apply a human rights approach to home care provision”. The report asserts that it is generally not the fault of individuals providing care, but serious problems exist as local authorities seem unaware of their obligations under the Human Rights Act and fail to commission, procure, and monitor care accordingly.

The report says articles two, three and eight of the European Convention on Human Rights are frequently being breached. These, respectively, cover an individual’s right to life, protection from inhumane and degrading treatment, and respect for dignity and personal independence. Criticisms include that care is not provided in a common-sense manner, and funding of care for the elderly is at lower levels than for younger people with similar problems and needs.

The EHRC’s investigation highlights a range of recurring complaints and attempts to identify the underlying causes; cost is repeatedly mentioned, with use of the private-sector leading to some local authorities offering a “one size fits all” service leaving many elderly feeling they are “a task to be undertaken” and have “little or no choice” as to help received, or when care workers visit. A failure to invest in care workers is noted, with significant responsibility and the wide range of skills required being rewarded with low pay and status; this, the report states, adversely impacts staff retention and, a high turnover of care workers can put the security of care recipients at-risk.

Within the wider investigation, a commissioned independent social report by The Arndale Centre conducted in-depth interviews with a cross-section of 40 elderly individuals receiving home care. As-stressed in the report, those selected were not on the basis of good, or bad, experiences with their – mainly local authority-provided – care. It highlights a widespread feeling amongst those interviewed that they are treated “like a number”, and that aspects of the care provided lead to, or fail to resolve, feelings of social isolation.

The Manchester-based Arndale Centre report concludes that, “[t]he general picture is of a wider home care system in which older people are noteffectively involved: which they do not understand, and which does not often make the extra effort required to involve them in ways tailored to their state of health and other needs”.

A recurring theme in the responses of those interviewed is the social isolation that their home care is not adequately addressing. One male interviewee in his seventies who previously used a scooter to get about said in his interview, “I haven’t been out of the house now for about four weeks. I daren’t. The last time I went out on the scooter I hit the kerb and it frightened the living daylights out of me.” Another, an 85-year-old woman who lives alone, expressed sadness at her inability to do normal things, “I would love to go to town to do some shopping. I haven’t been to town for about two years… Wander round the town and have a cup of tea… I’d love that.”

The social isolation many elderly experience was summed up neatly by another woman in her eighties in her interview: “When you go now, I will maybe not talk to anybody till tomorrow; maybe the whole of tomorrow nobody to talk [to]… face to face. Nobody will knock on that door, that is it, a life of isolation.”

The EHRC, having commissioned this report in the face of funding changes and reform of the care system, intends to press for legislative changes to ensure those receiving care at home are given the same protections under the Human Rights Act as those in residential care. In the conclusions of their report they offer to work with, and support, local authorities in understanding and delivering care that respects peoples’ rights and dignity; and, recommend better guidance as to the choices available to the elderly, and their families, be made available.

Independent U.S. presidential candidate Ralph Nader had harsh words for the Democrats who engineered yesterday’s passage of the Emergency Economic Stabilization Act of 2008, a bailout of the U.S. financial system. At a campaign stop in Waterbury, Connecticut on Saturday, Nader said that Democrats passed up a chance to enact re-regulation of the financial system and instead gave Wall Street everything it wanted.

According to Nader, Senator Chris Dodd (D-CT), Representative Barney Frank (D-MA), and other Democrats considered but rejected measures such as a tax on transactions of derivatives (a “speculation tax”) because of their financial ties to Wall Street and its lobbyists. He said that Representative Chris Murphy (D-CT), who represents Waterbury, had “become a toady” of Nancy Pelosi. He drew enthusiastic applause by calling Murphy “a dynamic fraud”, and referred to Senator Joe Lieberman as “the Hermaphrodite of American Politics”. For Murphy and Representative Chris Shays (R-CT), Nader said, supporting the bailout despite the opposition of constituents was a “profile in betrayal”. Because there were no public hearings where taxpayers and experts could weigh in on the bailout, Nader characterized it as a return to “taxation without representation“—under “King George IV” 225 years after the 13 colonies were taxed under King George III.

Asked about causes of the financial crisis, Nader pointed to the deregulation of the financial sector with the 1999 Glass-Steagall Act and further deregulation in 2000, as well as the rise of overly complex financial derivatives. He outlined a four-part reform plan:

  1. Re-regulation of financial markets
  2. Increasing shareholder control of corporations
  3. Taxpayer equity as part of any bailout, as in the 1979 bailout of Chrysler Corporation
  4. Making speculators pay by enacting a 0.1% tax on derivatives transactions (which Nader said will amount to over $500 trillion this year)

Regarding the equity warrants included in the passed bailout, Nader relayed word from an unnamed source that Treasury Secretary Henry Paulson had told Wall Street executives “don’t worry, it’s not enforceable”.

Nader told reporters that he had abandoned the Green Party because “Greens are not disciplined, and they’re not mature”, and also lack the fund-raising capabilities to break into mainstream political discussions. “They bicker and bicker,” he said, pushing out their best people. However, he endorsed several local Green Party candidates, including Chris Murphy’s opponent Harold Burbank.

The virtual media blackout for third party campaigns by national newspapers and networks has been a source of continual frustration for the Nader campaign, as well as the campaigns of Libertarian Bob Barr and Green Cynthia McKinney and the post-campaign activities of Republican Ron Paul. According to Nader, reporters tell him that editors of national media are “very bigoted against third party and independent candidacies”. Even journalists for taxpayer-supported media, such as National Public Radio‘s Terry Gross and the Public Broadcasting Service‘s Jim Lehrer, have shut him out during this campaign. Debates, he lamented, are controlled by corporate interests through the Commission on Presidential Debates.

Nader spoke to a supportive crowd of about 60 people and his campaign raised over $2000 at the event, their third visit to Waterbury. The event took place in the former building of a closed-down bank.

Bremer Freimarkt, oldest fair in Germany, reaches its climax

The Bremer Freimarkt (Free Fair) — historically one of the oldest fairs in Germany — has its greatest event with the Free Fair Procession “Freimarktsumzug”; this year’s Freimarktsumzug took place Saturday.

The procession started Saturday morning on the opposite side of the river Weser in the “Neustadt” and passed the city hall about one hour later. 146 colorfully decorated groups were taking part, some of them dancing to their own music, and were watched by about 200.000 people in the streets during more than four hours of the whole performance. The event could also be viewed on television and on livestream on the web.

The Free Fair opened on the place behind the main station of the city of Bremen a week ago. The origin of this popular event can be traced back to the year 1035. Nowadays it has been called the “biggest Fairground Festival in northern Germany”.

For a few years, an historical spectacle involving actors of the theatre group Shakespeare Company has been part of the opening performance of the fair. With a replica of an old cog an ambassador enters the banks of the river Weser close to the city and walks with his companions to the market place in front of the city hall of Bremen where the Kleiner Freimarkt (Small Free Fair) is opened. Members of the Chimney Sweep Guild hang up a big heart at the statue of Roland as a sign of the opened market. The traditional opening takes place in the Bavarian tent on the Bürgerweide behind the main station of Bremen with the tapping of the first keg by the incumbent Senator of the Interior of the Free Hansetown of Bremen. This is followed by the dance with Miss Free Market on the stage. Late at night, also fireworks are lighted over the place Bürgerweide and can be admired by people. The exclamation Ischa Freimaak (It’s Free Fair) is meant to spread a relaxed and unreserved atmosphere among the guests.

The fair is a major source of revenue for showmen, carousels and food stalls, some of which arrived nearly two weeks before the opening from all over Germany. This year the Freimarkt is to last until Sunday November 4. The subsequent disassembly, especially the technically complex rides, should then take about ten days.

Police report drug haul seizure worth up to £30 million in Brownhills, England

Police in the West Midlands in England today said nearly 200 kilograms worth of drugs with value possibly as great as £30 million (about US$49 million or €36 million) has been seized from a unit in the town of Brownhills. In what an officer described as “one of the largest [seizures] in the force’s 39 year history”, West Midlands Police reported recovering six big cellophane-wrapped cardboard boxes containing cannabis, cocaine, and MDMA (“ecstasy”) in a police raid operation on the Maybrook Industrial Estate in the town on Wednesday.

The seized boxes, which had been loaded onto five freight pallets, contained 120 one-kilogram bags of cannabis, 50 one-kilogram bags of MDMA, and five one-kilogram bricks of cocaine. In a press release, West Midlands Police described what happened after officers found the drugs as they were being unloaded in the operation. “When officers opened the boxes they discovered a deep layer of protective foam chips beneath which the drugs were carefully layered”, the force said. “All the drugs were wrapped in thick plastic bags taped closed with the cannabis vacuum packed to prevent its distinctive pungent aroma from drawing unwanted attention.” Police moved the drugs via forklift truck to a flatbed lorry to remove them.

Detective Sergeant Carl Russell of West Midlands Police’s Force CID said the seizure was the largest he had ever made in the 24 years he has been in West Midlands Police and one of the biggest seizures the force has made since its formation in 1974. “The impact this seizure will have on drug dealing in the region and the UK as a whole cannot be underestimated”, he said. “The drugs had almost certainly been packed to order ready for shipping within Britain but possibly even further afield. Our operation will have a national effect and we are working closely with a range of law enforcement agencies to identify those involved in this crime at whatever level.”

Expert testing on the drugs is ongoing. Estimates described as “conservative” suggest the value of the drugs amounts to £10 million (about US$16.4 million or €12 million), although they could be worth as much as £30 million, subject to purity tests, police said.

Police arrested three men at the unit on suspicion of supplying a controlled drug. The men, a 50-year-old from Brownhills, a 51-year-old from the Norton area of Stoke-on-Trent in Staffordshire, and one aged 53 from Brownhills, have been released on bail as police investigations to “hunt those responsible” continue. West Midlands Police told Wikinews no person has yet been charged in connection with the seizure. Supplying a controlled drug is an imprisonable offence in England, although length of jail sentences vary according to the class and quantity of drugs and the significance of offenders’ roles in committing the crime.

Live grenade thrown at George Bush in Georgia

On May 10 while visiting Georgia’s capital Tbilisi a live hand grenade landed within 100 feet of United States President George W. Bush.

The grenade was wrapped in a dark plaid cloth handkerchief. According to Brian Paarmann, the FBI’s legal attache at the U.S. Embassy in Tbilisi, it was “tossed in the general direction of the main stage” about 1:30 p.m., right after Bush began speaking, and landed less than 100 feet from the podium. The grenade reportedly bounced off a child’s cap and then was removed by a Georgian security officer.

The White House initially stated that the president was in no real danger, however the event has lead to a review of security measures at presidential events.

An FBI official at the U.S. embassy in Georgia confirms that an explosive device was thrown, but due to a malfunction it failed to detonate. “This hand grenade appears to be a live device that simply failed to function due to a light strike on the blasting cap induced by a slow deployment of the spoon activation device,” the FBI stated.

The FBI is still investigating the incident. According to their report the device failed to explode because of a malfunction. “The activation device deployed too slowly to hit the blasting cap hard enough,” agent Bryan Paarmann said. A 20,000 laris (US$10,978) reward is offered for information leading to the arrest of the person responsible.

The grenade was a knock-off of a Soviet-designed RGD-5, which has a lethal range of about 100 feet. “We consider this act to be a threat against the health and welfare of both the president of the United States and the president of Georgia as well as the multitude of Georgian people that had turned out at this event,” Paarmann said. It had initially been believed to be a non-explosive model used for military training.
